Yes! What many people do not know about keys is that many keys are really just numerical combinations that are grooved in a type of code into metal. Each ridge represents a number, and that number is what is able to open the key. As a result, knowing the number can allow the locksmith to create a key, even without the initial key nearby. Often keys in a master key system are created in this manner, using codes to create each individual key.
 
However, it should be noted that by law you must require proof that you are allowed to create the key in question. You cannot get a locksmith's services without proof that the key you are creating belongs to something in your ownership. This is done for your security, as without this proof anyone could copy anyone's key as long as they know how to read the number.
